Refuse Disposal Permits

COVID-19 Update

Beginning July 1, Refuse Disposal Permits will be available for purchase at the Transfer Station and Bulky Waste Facility only. Permits may also be purchased by U.S. Mail or using the Tax Drop Box located outside of Town Hall. This new process is outlined below and has been introduced for resident convenience.

Obtain a Refuse Permit by Mail

Effective Wednesday, July 1, 2020, residents may apply for a Refuse Disposal Permit by U.S. Mail or using the Tax Drop Box located outside of Town Hall. To request your permit by mail or Drop Box, please click here to complete the application. Please complete 1 application for each permit you are applying for. If completing the application by hand, be sure to print clearly and answer every field on the form, including your full name, phone number, and email address. This will help ensure Town staff can reach you successfully if they have questions regarding your application.

Upon completion, please prepare an envelope with the following:

  1. Completed application form(s)
  2. Check payment
  3. Required documentation (e.g. vehicle registration)
  4. Self-addressed and stamped envelope

Please mail the complete application, (with the items listed above), to:

You may also drop your completed application packet in the Tax Drop box located outside of Town Hall if you find that more convenient. Please CLEARLY print “Refuse Permit Application” on the outside of the envelope before depositing in the Tax Drop Box. The drop box will be checked daily for applications.

Permit Processing

Upon receipt of your complete application package, Town staff will process your request and mail your permit sticker(s) back to you within 5-7 business days using the self-addressed, stamped envelope you provided. Permits will NOT be processed if your application is missing required documentation or information, and a staff member will follow up with you to notify you to discuss pending items.

A Refuse Permit is required to use the Transfer Station, located at 2340 New London Turnpike, or the Bulky Waste Facility located at 1145 Tryon Street. 

Permit Stickers may be obtained at the Town Hall Customer Service Center, (main entrance located at 2155 Main St.), between 8:00 am and 4:30 pm, Monday through Friday.  Permits can also be purchased on-site at the Transfer Station/Recycling Center or at the Bulky Waste facility during normal operating hours
