Town-Wide Stormwater Management Plan

The Town of Glastonbury prepared a town-wide Stormwater Management / Pollution Prevention Plan in 2004 as required for registration with the Department of Environmental Protection under the General Permit for the Discharge of Stormwater from Small Municipal Separate Storm Sewer Systems (MS4) and the EPA NPDES Phase II program.  The purpose of this plan is to protect the quality of water flowing in our local streams and rivers by reducing the discharge of pollutants from public streets, parks, and facilities into wetlands and watercourse.  See the Stormwater Pollution Prevention section of this website for additional information about stormwater run-off and water quality.

This plan includes six minimum control measures as required by the DEP General Permit, including:

1. Public Education and Outreach
2. Public Participation
3. Detection and Elimination of Illegal Discharges to Storm Drainage System
4. Construction Site Run-off Control
5. Post Construction Storm Water Quality Measures
6. Good Housekeeping Measures

Also required under the DEP MS4 General Permit is the requirement for annual testing of six representative storm drain outfalls, and reporting on progress toward the goals presented in the storm water management plan.  Annual reports and sampling data can be found using the links below.
